What is the mandatory criterion?

The mandatory criterion is the core leadership test of the Digital Technology route: every applicant must show they are a recognised or emerging leader in digital technology. It is assessed by Tech Nation, the endorsing body, whose recommendation the Home Office acts on. Unlike the four optional criteria - of which you need only two - it cannot be substituted: fail it and strong optional evidence cannot save the case.

What counts as leadership here?

Leadership means recognition and impact visible outside your own employer, attributable to you individually, and grounded in digital technology. Tech Nation wants evidence that people beyond your team know your work: independent recognition, a measurable individual contribution to a product used at scale, and three recommendation letters from senior figures at product-led digital technology companies. This sits in a pack of up to 10 documents, with the CV and letters separate.

Leader versus potential leader - which are you?

The criterion is met in one of two ways, and which you evidence sets your route: as a leader under Exceptional Talent, or a potential leader under Exceptional Promise. A leader has an established, industry-visible track record; a potential leader is earlier in the arc, with the trajectory and early signals in place. The practical difference is settlement: as a leader you may apply for indefinite leave to remain after 3 years; as a potential leader, after 5 years.

What are the common ways it is failed?

It is most often failed on presentation, not raw talent, and the patterns are consistent:

  • Recognition that only exists inside your own employer. Being highly regarded within one company is not external recognition.
  • Team-level achievements with no individual attribution. "We shipped" is insufficient evidence of individual impact; the assessor needs to see what you did.
  • Weak recommendation letters. Referees not senior enough or not from product-led digital technology companies, or letters that mirror the personal statement.
  • The mandatory case failing even when the optional criteria are strong. Two solid optional criteria do not carry an application whose leadership narrative was never made.

The mandatory criterion is the gate; the optional criteria are the case you build once through it.
